Abstract
As the expenditure for public healthcare sector increased rapidly in response to increasing medical demands due to aging population as well as advances in medical technologies, cost is considered an important factor in decision making on public healthcare policies. To enable rational decision making in the public healthcare sector, both feasible and consistent cost estimation is required, which leads to the need for a standardized methodology for cost estimation. To improve cost estimation methodologies, it is essential to discuss future improvement plans based on the review on current issues pertaining to cost estimation. In this perspective, this study determined that understanding the cost estimation related issues in Korea should be done first of all. To this end, characteristics of cost estimation methodologies were investigated through systemic literature reviews on studies on economic assessment and cost of illness, and additional discussions were presented on issues raised in the course of cost estimation in the public healthcare sector.
